Chip Eng Seng and SingHaiyi jointly won the collective sale tender for Maxwell House with a top bid of S$276.8m on 7 May 2021. The site is a zoned for commercial use with plot ratio of 4.3. The developers plan to seek approval from URA to redevelop the property into a mixed-use development with a gross plot ratio of at least 5.6 and gross floor area of at least 234,072 sqft with plans for up to 20 per cent of the total GFA to be zoned for commercial use.

Chip Eng Seng is a multinational conglomerate company listed on Singapore Exchange since 1999. Chip Eng Seng has vast experience in residential development with it’s first foray into HDB residential projects since 1982. Pinnacle @ Duxton developed by Chip Eng Seng is one of the renowned HDBs in Singapore. Chip Eng Seng went into private residential developments in 2000 and since then, have developed more than 20 private condominiums in Singapore. Chip Eng Seng’s track record includes Kopar At Newton, Parc Komo, Parc Colonial and Grandeur Park Residences etc.

SingHaiyi is a well-established property developer in Singapore with solid track record in residential and commercial development in Singapore and overseas. The group also holds a diversified portfolio of assets in retail and commercial sectors. SingHaiyi was officially privatized on 31 January 2022. Singhaiyi was awarded the winner of SPBA Established Brands in 2020/21.  SingHaiyi most recent acquisition is a Dunman Road GLS site for $1.284 bil.
